CCMA's application to TCEQ for revision
to it's impact fee was approved with an effective date of June 20,
2007. The official Notice of District Application follows
this article. Through evaluation of current
permitting requirements and existing facilities capacity, CCMA has
defined the facility's improvements and/or expansions to meet future
treatment and collection system needs. Future capital expenditures to
serve new development may be recovered through an impact fee, but must
be defined in a Capital Improvement Plan. CCMA's Capital Improvement
Plan is based on a ten year planning horizon, 2007-2016 and includes
only those items eligible for recovery under the lay and which include:
- Construction Costs
- Surveying, Engineering and Planning Fees
- Land Acquisition Costs
- Principal and Interest on Bonds
- Fees Paid to Prepare an Impact Fee Program
Individual collection system
projects as referenced in CCMA's application are listed below:
Town Creek Lift
Station and Force Main/Deerhaven Gravity Main and Lift Station
Modification
The Town Creek Lift Station and Force
Main project was completed in December 2005. This facility was
constructed to provide collection system capacity for CCMA's fastest
growing area and replaced a small lift station which had reached it's
capacity. The new system is capable, after pump modification, of
transporting 4 mgd to the treatment plant. It is estimated that 12, 450
residential connection equivalents (RCE's) will be added to this
facility during CCMA's planning period. The Deerhaven Gravity Main and
Lift Station modification project is similar to the Town Creek project
in that it was completed in late 2002 and was constructed to provide
needed collection system capacity due to growth. The facility was
composed of some 11,500 linear feet of parallel gravity main with like
size pipe. The lift station was modified to add pumping capacity with an
estimated 4,955 RCE's to be added during the planning period.
Retama Line
This project serves portions of the
cities of San Antonio, Live Oak and Selma. CCMA has proposed to parallel
the existing gravity mains with like size pipes. There are an estimated
4,400 RCE's projected to be added to this line segment during the
planning period.
Olympia Line
This project serves a portion of two
cities, Live Oak and Selma. Providing the immediate area along I35 with
needed capacity, it is projected the line will experience 1,000 RCE's
during the planning period.
FM1518 Line
This project will parallel the
current outfall.
Bluebonnet Line
The area is a combination of
residential, industrial and commercial uses along I35. Due to rapid
growth over the past years, 4,950 RCE's are projected to be added during
the planning period.
Maske Road
Line/Schertz Lift Station
These facilities provide collection
service for a majority of the CCMA service area. It is projected that
expansion of the lift station is required to handle the flows generated
in this area. It is estimated that an additional 6 mgd capacity will be
needed at the lift station.
COLLECTION COMPONENT IMPACT
FEE
The collection system projects
included in the Capital Improvement Plan total $9,954,905 and will serve
a projected flow of 6.8 mgd. Using the average daily flow contribution
of 245 gpd, the projects will serve 27,755 new RCE's or $358/RCE.
PROPOSED TREATMENT PLANT
EXPANSIONS-FY2010 and FY2017
These projects are needed to provide
treatment capacity required by new development. The cost of these
projects are eligible for recovery through Impact Fees. The proposed
treatment system would include flow splitting to route raw wastewater to
the appropriate treatment units, mechanical screening/grit removal,
primary clarification, trickling filters, intermediate clarification,
aeration basins, final clarification, effluent filtration, disinfection,
all necessary pumping facilities within the treatment process, along
with necessary solids handling using lime stabilization units and
appropriate holding capacity.
The projects are being constructed in
two phases due to the current stream standard evaluation being performed
by TCEQ.
These two treatment system expansion
projects will total $40.4 million and will provide 6.8 mgd treatment
(average daily flow) capacity to serve future development. Using the
average daily flow of 245 gallons per residential connection equivalent,
these facilities will serve 27,755 future RCE's.
Due to the dramatic growth in CCMA's
service area, the treatment component impact fee will be increased and a
collection component impact fee added. These fees are a critical element
associated with the future planning process of the Authority and through
their use, CCMA can continue to provide the citizens of it's service
area the best possible wastewater treatment services.
